Beverage containers are the most valuable and recyclable commodity in the waste stream, yet current collection methods are unable to meet the market demand for these materials. These containers constitute a significant and rapidly growing proportion of municipal solid waste, disposal of which imposes a severe financial burden on local governments. The reuse and recycling of empty beverage containers would help eliminate these unnecessary burdens on individuals, local governments, and the environment. H.R.997 was introduced into the US House of Representatives on February 20, 1991 to amend the Solid Waste Disposal Act. This legislation requires a refund value for certain beverage containers, and provides resources for state pollution prevention and recycling programs.
