Deadline for 'best available technology' (BAT) water-quality control

The deadline for ''Best Available Technology'' (BAT) water-quality control has been delayed until mid-1984 in amendments passed by a House-Senate conference committee. The bill, now awaiting passage by both houses, also provides the EPA with the authority to waive this new deadline for ''conventional pollutants'' (BOD, total suspended solids, etc.) if it considers it uneconomical, but no waivers will be allowed for toxic chemicals, although EPA can subtract from, or add to, the list of 129 chemicals specified in the bill as toxic. A third category, called ''nonconventional pollutants'' will include all the rest of the pollutants and will have to meet BAT standards by 1987, unless substances are shown not harmful. In a defeat for industry, the bill gives EPA the authority to mandate certain waste-management practices, e.g., EPA will establish a required set of procedures and a permit program for waste storage. The bill grants $4.5 billion for municipal-sewage treatment, for this fiscal year, and $5 billion for subsequent four years. Another provision extends oil-spill liability and cleanup responsibility to the full 200 mi U.S. offshore limit.
