The paper examines operation and maintenance of air pollution control equipment to achieve compliance and reliable performance. The state and federal regulations on equipment malfunction are not stringent and not readily enforced, resulting in the lack of continuous equipment compliance and no diminishing of the ambient particulate pollution levels at the rates expected by USEPA. As a result of field surveys and discussions with users and manufacturers of mechanical collectors, afterburners, incinerators, scrubbers, and electrostatic precipitators, many causes of inadequate maintenance were identified. A troubleshooting program was developed and a sample case history provided for an electrostatic precipitator to exemplify the program application.
