U. S. Office of Technology Assessment (OTA) finds that coal-slurry pipelines may be good choice

An OTA study has found that pipeline transport of granulated coal in water would be cheaper for long routes, but that railroads would be cheaper for moving relatively small amounts of coal on shorter routes to dispersed markets. OTA states that western water is now physically adequate, but not necessarily legally available for slurry pipeline use. In the absence of eminent domain rights for pipelines at the state or federal level, pipelines are unlikely to compete successfully with established railways. The House Interior and Insular Affairs Committee is considering legislation to give pipelines that right.
