Rising energy and transport costs rekindle interest in slurry pipelines

Slurry-pipeline proponents claim that lower labor and fuel costs will cut the cost of transporting coal by competing with the railroads, bringing economies of scale, and requiring a less-inflationary capital structure. With studies confirming the economic advantages of pipelines and policies that encourage enough coal-production expansion to make both railroads and pipelines profitable, Congress continues to deny pipelines the right of eminent domain. The legal issues of water rights, states' rights, and mineral rights have also delayed pipeline approval. (DCK)
