A discussion covers the need for hydrocarbon processing industry involvement in the rulemaking process at the national and state levels, e.g., aiding state agencies in formulating state implementation plans (SIP) for consideration of EPA before 12/31/78, communicating with legislators, company employees, business groups, labor unions, environmental groups about the real impact of the Clean Air Act 1977 (CCA '77), and publicizing generally the tough job of complying with the law and its timetables, and the economic consequences of failure; the CAA '77 regulations concerning SIP and the prevention of significant deterioration; the potential ban on the construction of any new or modified facility as of 7/1/79; the National Chamber of Commerce's broad education and action program of involvement in the SIP process and legislative entreaties to revise the law in cooperation with local chambers and such associations as API, Manufacturing Chemists Association, and the Motor Vehicle Manufacturers Association; and the outlook for considering changes in the Clean Air Act in 1979.
