Emergency notification and communication for Peach Bottom Atomic Power Station

Conference · · Minutes Meet. - Pa. Electr. Assoc., Eng. Sect.; (United States)
OSTI ID:5059478
The problems discovered by the incident at Three Mile Island are highlighted. Some of these problems were: NRC itself had no written emergency plan, duration of emergency was longer than anticipated, lack of phone lines, great influx of people, and communications problems. After discussing many of the regulations pertinent to the design and operation of a nuclear plant, the notification requirements were addressed. In addition to all of the federal agencies, five counties and two state agencies must also be notified in the event of a nuclear incident. To alert the general public a combination of NAWAS (National Warning System) and a siren system is proposed. The regulations call for 100% of the population in a 10 mile radius to be notified in 15 minutes. To upgrade the communications system a new 600 channel microwave system interfaced with Bell Telephone facilities in Philadelphia is being constructed and old telephone company electromechanical type switches are being replaced.
