Hydro relicensing: the controversy continues

Relicensing is without a doubt the most-important hydro industry issue being discussed in Washington in 1985. Congressional proposals for defining relicensing procedures range from one that would virtually ensure private utility relicensing to one that heavily favors municipal preference. Others occupy the middle ground, attempting to create genuine competition that will bring down consumers' rates. In addition, the Merwin appeal will be decided on the fall of 1985, so the courts will be involved in whatever relicensing picture ultimately emerges. Attorney Williams traces the history of the relicensing debate and speculates about the politics thereof. 2 references, 1 table.
