California weighs future cogen plants vs. energy status

In an effort to get a handle on the pros and cons of future cogen plants vis-a-vis current energy conditions, California state energy officials examined a representative group of five cogeneration installations having gas-fired turbines - which represent the bulk of current cogeneration proposals. The study team selected three configurations for analysis: small industrial, refinery, and TEOR (thermally enhanced oil recovery) systems, each under 3-MW capacity. For the first two configurations, both simple and combined cycle concepts were examined. Each configuration was examined to see how it met thermal and electrical needs with and without cogeneration. The net air-quality benefit (based on NO/sub x/ levels) as a result of the cogeneration installation was also calculated. And the increase in emissions from the new cogeneration system was compared with emission reductions resulting from a displaced thermal boiler and from reduction in powerplant operations - a so-called Utility Offset Credit (UOC). Some tentative results are presented. 1 figure, 2 tables.
