EPA posting new rules on state pollution

According to a new EPA report, most states are not meeting Federal clean air standards, especially in regard to photochemical oxidants. States in violation will have to prepare new pollution control programs by Jan. 1979 to comply with Clean Air Act amendments. New programs will have to include a permit plan for stationary sources to allow a source-by-source or area-wide trade-off policy similar to the one applicable to the $500 million Standard Oil Co. (Ohio) crude oil terminal and pipeline project at Long Beach, Calif.
