The problem of interaction of low-energy nucleons with deformed nuclei is discussed in the folding method. On the basis of the formalism of exchange density, simple closed expressions are constructed for the potentials and form factors of collective inelastic transitions. The energy dependence of the potentials is obtained in explicit form and it is shown that exchange effects are responsible for more than 50% of the dependence established empirically. The effect of multipole mixing and its influence on inelastic transitions involving transfer to the target nucleus of angular momentum L = 4 are discussed. Numerical calculations of the potentials are carried out for low-energy protons interacting with the /sup 26/Mg nucleus.
