We study the properties of a vortex-line liquid, within a uniformly frustrated three-dimensional {ital XY} model, as a model for a type-II high-{ital T}{sub {ital c}} superconductor. The vortex structure function {ital S}({bold q}{sub {perpendicular}},{ital q}{sub {ital z}}) is computed with Monte Carlo simulations, and our results compared with hydrodynamic and two-dimensional boson approximations. Properties of the elastic moduli are discussed.
