Building decontamination compliance with the hazardous debris regulations

On August 18, 1992, the Environmental Protection Agency (EPA) finalized treatment standards for hazardous debris subject to the land disposal restrictions (LDR) program of the Resource Conservation and Recovery Act (RCRA). As generators and treaters attempt to comply with the hazardous debris requirements, a variety of questions have developed regarding the management of buildings and structures contaminated with hazardous waste. In particular, buildings and structures that are contaminated with hazardous waste would be considered hazardous debris if they are demolished prior to decontamination and would be subject to the requirements specified in 40 CFR Part 268.45. This paper will provide a brief overview of the hazardous debris rule and discuss the impact of the rule on buildings and structures. Specific topics include the definition and identification of buildings and structures that meet the definition of hazardous debris, discussion of the point of generation of hazardous debris, the pre- and post-demolition management of buildings and structures that are contaminated, the selection of hazardous debris treatment technologies that are applicable and practical for use on buildings and structures, management options for hazardous debris, and the application of hazardous debris sampling and analysis requirements to contaminated buildings and structures. This paper will also illustrate the requirements for identification and management of buildings and structures that are contaminated with hazardous waste using decision diagrams.
