Disposal of hazardous debris contaminated with a listed waste

The US Environmental Protection Agency (EPA), and its contractor, PRC Environmental Management, Inc. (PRC), are conducting remedial design (RD) activities at the Peerless Plating Superfund (Peerless) site in Muskegon, Michigan. As part of the predesign activities for the RD, EPA required that PRC demolish an above ground building and foundation at the Peerless site. Based on their observations, PRC and EPA have determined that the building`s floor and footings may be contaminated with F007 hazardous waste. The Debris Rule presents several alternative treatment standard options for contaminated debris. This paper will present the options that are practical for the Peerless site that the demolition and disposal contractor can choose from. The Debris Rule provides an alternative to treating the contaminated debris to existing LDR standards for the waste contaminating the debris and continuing to manage it under RCRA Subtitle C. Based on the analytical results, the concrete floor and footings that are contaminated with F007 hazardous waste may be treated on site or demolished and transported off site for treatment and disposal. Heavy metals were among the contaminants found in surface water. Organic and inorganic compounds contaminated soils and groundwater.
