This report connects a study by Kohler on a modified one-group theory with a work by Murray et al. on the efficiency of arbitrary arrangements of control rods. The formula obtained, which describes the efficiency of a random rod configuration, is in compIete agreement with the Murray formula. The purpose of the article is to report some modifications in the description and the basic concepts. The work is divided into two parts. In this first section the boundary conditions of the modified Kohler one-group theory are considered. The second section will deal with the efficiency of an arbitrary rod configuration in a homogeneous cylindrical reactor. (tr-auth)
