A reactor fuel element is designed which prevents diffusion of fission products out of the element into the reactor, resulting in contamination of the reactor. The element is in the shape of a moderator structure with recesses filled with fissile material, and inhibition of diffusion is accomplished with carbon black, carbides, or nitrides, which can be formed on the element by impregnation or evaporation.
