A theoretical mechanism to explain the presence of high energy particles in the outer atmosphere is presented. It is maintained that the energetic particles are being produced in the Earth's outer atmosphere rather than that they are injected from the outside or trapped by the geomagnetic field. It is concluded that the hydromagnetic oscillations in the outer atmosphere are responsible for producing the high intensity flux of energetic particles surrounding the Earth. (Meteorol.
