A linear or toroidal energetic gas arc discharge is set up between one or more hollow cathodes and an anode which can likewise be hollow. To initiate the arc discharge, the rate of gas flow into the interior of the cathode is regulated in such a way that the arc discharge is caused to emanate from the inner surface of the cathode with the result that adequate space-charge neutralization is provided inside the cathode but not in the main arc volume. The arc discharge can be used in thermonuclear devices as a dissociating means or a portion of it can be pinched off and compressed by magnetic mirror coils to heat itself to fusion temperatures.
