The fuel element development program is summarized for the period from January 1, 1954, to January 1, 1956. The types of fuel element failures obtained in burner rig tests are shown and explained. There appear to be seven fuel failure factors. It is recommended that future fuel element testing be planned to evaluate the integrity of the design with respect to these factors. It is also recommended that the burner rig test pattern for a particular fuel element design be set to match the performance profile (i.e. time at various dynamic heads and temperatures) of the intended reactor application. This type of testing should be applied only to those designs which have been subjected to burner rig screening tests and appear to have the greatest potential. (auth)
