Bioenergy policy: Predictable problems from the public sector

The advantages of using bioenergy seem great - less dependence on imported fuel, the creation of new jobs, less environmental degradation, and a reduction in the U.S. trade deficit, to name a few. However, less than 10 percent of the energy used in the United States today is generated from renewable resources. Myriad factors affect the acceptance of renewable energy and the potential growth of this sector, not the least of which are the development and implementation of governmental policy relating to bioenergy. This paper examines public policy and mandate issues that affect the growth of the renewable energy sector by linking public administration literature and theory to the attitudes and perspectives of public administrators involved in renewable energy efforts.
