The development of perturbations in an unstable plasma, and the properties of a mildly turbulent plasma can be investigated by using a quasilinear theory of the plasma. Solution of the quasilinear equations is simplified, if the spectrum of non-equilibrium noise in the turbulent plasma is homogeneous. The spectrum of plasma oscillations is almost homogeneous in a strong magnetic field, It is assumed that the constant magnetic field is so large that the ratio of the gas pressure nT to the magnetic pressure H/sup 2//8 pi , and the ratio of the frequency of the oscillation omega to the hydrofrequency are small. The electric field of the oscillation is a potential field, and there is no perturbation of the magnetic field. A set of equations for the quasilinear kinetics was written, and it is shown that the diffusion of particles is homogeneous, if the initial noise is small. Expressions were derived for the noise intensity, the particle diffusion, and the width for the energy distribution of the oscillations. (TTT)
