A system of tile members, keys, and keyways can be used to stabilize moderator cores composed of graphite blocks against contraction and expansion under irradiation. The blocks and the tile members that separate at least some of the blocks in each line are connected by the keys and keyways. Fuel channei alignment is maintained against contraction, expansion, or shocks such as earthquakes. (D.C.W.)
