A useful alpha particle beam of a tandem Van de Graaff accelerator of up to 19 Mev was found. Data were taken of fourteen excitation curves and fifteen angular distributions for the elastic scattering of 10 to l9 Mev alpha particle on C/sup 12/. The excitation curves show a considerable amount of energy dependent structure, as do the angular distributions. Some data were taken on the reaction C/sup 12/( alpha ,p/sub 0/)N/sup 15/. Only moderate success in fitting the elastic angular distributions was obtained with the optical model and the Aknieser-Pomeranchuk-Blair sharp-cutoff model. The Akhieser-Pomeranchuk- Blair-McIntyre smooth-cutoff model with added resonant effects was relatively successful in fitting the angular distributions. Level parameters in O/sup 16/ between the excitation energies of 14.6 and 21.0 Mev were extracted from the angular distributions and from a qualitative examination of the excitation curves. Some of the more prominent levels were analyzed in terms of the collective model and the cluster model of nuclear structure. Two cluster model and collective model bands were noted; one with spin and parity 0/sup +/, 2/sup +/, 4/sup +/, and 6/sup +/; and another with 1/sup -/, 3/sup -/, 5/sup -/, and 7/sup -/.
