The conveyance of radioactive materials by public transport services is subject to license in the German Federal Republic. The licensing is isaued by the appropriate authority in the form of a general transport license extending, at the most, for three years. The licensing is combined with conditions in respect of the transport processes and in respect of cover protection to fulfill the legal obligations concerning damage compensation. The laws and regulations have, in practice, raised some problems. In particular the transport of items with radioactive content by the Deutsche Bundesbahn became uncertain according to the regulations. This difficulty was resolved by a special licensing of the Federal Transport Ministry by which substances with short half value periods could be displaced for the time being in the hitherto customary protective packing. A further problem concerns the fulfillment of the obligations concerning damage compensation in connection with the transport of radioactive materials. (auth)
