The public as a decision maker

Opinions regarding the policy implications of greenhouse warming are presented in this paper by the director of the National Academy of Science. In particular, the influence of public opinion on government policy is discussed. It is proposed that the public is sending inconsistent messages to policymakers by expressing concern regarding global warming without taking individual action to reduce energy consumption. Individual and governmental actions which could be taken to reduce energy consumption are identified.
