Public interest lobbies: decision making on energy

The energy positions of seven groups are examined, namely: Common Cause, the Nader organizations, the League of Women Voters, the Sierra Club, Consumers Union, the Consumer Federation of America's Energy Policy Task Force, and Americans for Energy Independence. The author examines how these groups choose which of many complex and conflicting public interests to represent and analyzes their policies in terms of their organizational characteristics, their supporting coalitions, and their need to specialize because of limited resources. Within the energy field, McFarland finds that such groups perform the role of initiating new proposals, aggregating ideas into comprehensive statements, and communicating opinions to the public at large. He sees no decline in their main support--they are Americans who are skeptical of the quality of government and who believe public interest groups are needed to balance the special interests that control many governmental policies.
