A reactor fuel element composed of one or more pieces of fuel within a metallic sheath formed by 2 thin metal layers is patented. At least one of the layers is embossed by plastic deformation so that it follows the shape of the fuel peices. The metal layers are in face-to-face contact around the fuel pieces and are welded together to make fluid-tight seals. The parts of the layers that are in faceto-face contact may be planar or corrugated. The metai layers may be tubular, with the fuel pieces angularly spaced from one another. (M.P.G.)
