Selection and design of a primary and secondary paper mill sludge-fired boiler

To meet the new federal and provincial regulations at its Clermont newsprint facility, Donohue St-Felicien, Inc. of Quebec elected to build a secondary effluent treatment system combining activated sludge technology with fluidized bed combustion technology. In late February, 1994, a contract was awarded to Pyropower Corporation (now Foster Wheeler Pyropower, Inc.) to design and construct a bubbling fluidized bed boiler which would be fueled by a combination of primary and secondary paper mill sludge. The boiler is designed to fire 100% sludge without supplemental fuel. Heavy oil is used for start-up and as an auxiliary fuel when sludge moisture is excessive. Start-up of the boiler commenced on 01 May 1995, and full load was reached on 18 June 1995. This paper examines the options available to dispose of the paper mill effluent treatment sludge; the reasons for selecting bubbling bed combustion; and key design features of the boiler, feed, sand and ash handling systems. Additionally, the effects of firing paper sludge in a power boiler, combustion technology options, and environmental aspects are also discussed, as well as startup and operational experience.
