Debate on NAAQS has misled the public

An excerpt is presented of NPRA`s public testimony on Jan. 14, 1997, in opposition to the US EPA`s proposal to change the National Ambient Air Quality Standard (NAAQS) for ozone and create for the first time a NAAQS for fine particulate matter. NRPA is concerned that the public has been receiving conflicting information on the need and basis for changing the NAAQS standards. From one perspective, the Agency recently released its {open_quotes}National Air Quality and Emissions Trends Report, 1995{close_quotes}, which showed striking improvements in air quality. At the same time, the Agency has concluded during its NAAQS review that the nation`s poor air quality poses an imminent threat to public health. EPA has failed to assess and disclose health benefits achieved from the existing NAAQS standards and other Clean Air programs. And the Agency has deferred any meaningful discussion of the costs of the new standards until they have been set, while at the same time claiming that resulting ozone benefits could exceed its cost.
