The 1990 Clean Air Act Amendments are a comprehensive effort to reduce air pollution. Regions not meeting clean air standards were designated nonattainment areas and subject to restrictions. One purpose of the Emission Reduction Credit (ERC) trading program is to help reduce the federal offset requirement. A 1990 inventory of sources and emissions based on permitting was made, revealing tones of emissions that are not used even though they are permitted for use. This is where an AERCO comes into play. An AERCO helps foster business by encouraging companies to trade ERCs on the open market. This article details the pros and cons of the AERCOs.
