Compliance assurance monitoring (enhanced monitoring) rule: An update

The Compliance Assurance Monitoring (CAM) rule is scheduled for proposal in December, 1995 with a final promulgation date of July 1, 1996. The CAM approach focuses the responsibility for monitoring air pollution control performance and assuring compliance with air pollution regulations on source operators. The CAM rule requires source operators to address the monitoring of air pollution control practices including the continued proper operation and maintenance of control technology. Another important part of the implementation of the CAM rule is permitting authority involvement in paying attention to and acting on reported monitoring results. With this approach, we hope to develop a strategy that will allow EPA to issue compliance assurance monitoring requirements of existing rules and ensure that the environmental results expected from those rules are being achieved.
