Independent power: Global agent of change

Worldwide, the restructuring trend is clearly away from government ownership and toward private ownership in the power sector, but the questions to be resolved in establishing a workable new structure are truly formidable. Over the past 50 years, most utility systems outside the U.S. have been built and organized on the theory that national or state ownership of the electric utility system was the most desirable way in which to organize the sector. Government ownership includes the generation, transmission and distribution aspects of the industry. In a number of countries (e.g., India and the Philippines), separate government entities are involved in power generation versus distribution. However, in the past five years in particular, and at an increasing pace, the desirability of government ownership of power generation has been questioned, as power companies worldwide have offered independent power producers (IPPs) the opportunity to tender for new or existing generation. The rush to involve private developers in the ownership of power generation continues at a furious pace, particularly overseas. Outside of the U.S. and Canada, there are now more than 600,000 MW either on line or under development from more than 1,500 project initiatives.
