The market for private power in Mexico continues to be uncertain. Recent developments offer some hope that opportunities in the private power industry in Mexico will begin to attract independent power producers (IPPs) and foreign investment. Under a bill submitted to the Mexican Congress, the Comision Reguladora de Energia (CRE) would be designated the autonomous regulatory body with responsibility for all functions related to natural gas and electricity. By creating a centralized, independent regulatory body the Mexican government is sending out the right message to foreign investors and IPPs. With clear interest shown by project developers in Mexico`s energy sector, and the growing commitment of the Mexican government to create a regulatory environment that will support private participation in natural gas and power generation activities, it seems a question of when, not if, the Mexican independent power industry will flourish.
