We use the perturbative QCD methods of Lepage and Brodsky to calculate the rate for {ital {bar B}}{r_arrow}{pi}{pi}, with an eye toward the {ital CP}-violating unitarity triangle angle {alpha}. We show that, in the {pi}{sup +}{pi}{sup {minus}} mode, penguin diagrams are small and {alpha} is generally measurable but that, in the {pi}{sup 0}{pi}{sup 0} mode, the relative importance of penguin diagrams is a strong function of the {ital CP}-violating phase {delta}{sub 13} in the Cabibbo-Kobayashi-Maskawa mixing matrix.
