Management and disposition of excess weapons plutonium: Excerpts from the executive summary of the National Academy of Sciences report

On January 24, 1994, the National Academy of Sciences released a major policy report recommending a comprehensive approach to the handling of the large stocks of weapons plutonium no longer needed with the end of the Cold War. The study, entitled {open_quotes}Management and Disposition of Excess Weapons Plutonium,{close_quotes} presents detailed recommendations on a reciprocal US-Russian plutonium regime, which would include: declarations on total inventories of weapons and fissile materials, monitored dismantlement of weapons, safeguarded interim storage of materials, and long-term disposal of excess plutonium either by vitrification into large logs with high-level waste or by use as fuel in existing reactors without future reprocessing.
