EPA finalizes air emission standards for tanks, containers, and surface impoundments at TSD facilities

On December 6, 1994 (59 FR 62896-62953), EPA finalized standards designed to reduce organic air emissions from hazardous waste management activities. Specifically, owners and operators of hazardous waste treatment, storage, and disposal (TSD) facilities must control the emissions of volatile organic compounds (VOCs) from tanks, containers, and surface impoundments if the hazardous waste in these units contains an average VOC concentration of greater than or equal to 100 parts per million by weight (ppmw). In addition, these standards also apply to so-called {open_quotes}miscellaneous units{close_quotes} (regulated under Part 264, Subpart X) as well as 90-day storage tanks and containers operated by hazardous waste generators. Finally, the rule adds a new reference test method - Method 25E - to the regulations; this test is used to determine the organic vapor pressure of a waste. 1 fig.
