In the current worldwide economic market, there is considerable competition for public and private investment expenditures. Compared to the endless number of other opportunities to invest, hazardous waste site remediation is rarely considered an attractive investment. Private parties are not inclined to invest in contaminated properties, and adequate public funds are often unavailable for required cleanups. Unfortunately, many contaminated sites pose risks to human health and the environment. As a result, there is a need to develop systems that prioritize site cleanups, place rational limits on cleanup programs, and attract competing public and private investments. 1 ref.
