EPA seeks to make RCRA more effective through legislative changes

Since RCRA was enacted in 1976 and amended in 1984, hazardous waste management has been transformed. To protect human health and the environment as mandated by the act, EPA has developed a complex cradle-to-grave system for managing hazardous waste. The agency recognizes that some targeted legislative changes could make RCRA even more useful, particularly by (1) establishing some {open_quotes}middle ground{close_quotes} for waste posing low risks, and (2) emphasizing sensible and enforceable hazardous waste management practices.
