EPA seeks to list three residuals under RCRA

On Nov. 20, 1995, the US Environmental Protection Agency (EPA) issued a proposed rule amending the regulations for hazardous waste management under the Resource Conservation and Recovery Act (RCRA) by listing, as Subtitle C hazardous waste, three residuals from petroleum refining processes. This article reports on this important proposal and discusses several issues pertinent to RCRA waste identification matters beyond those specific to the petroleum refining industry.
