EPA proposes amendment to LDR program

A proposed rule signed on Aug. 31, 1993, by US Environmental Protection Agency (EPA) Administrator Carol M. Browner, would amend the land disposal restrictions (LDR) under the Resource Conservation and Recovery Act (RCRA). The rule, published in the Federal Register on Sept. 14, 1993, is commonly referred to as the Phase II LDR Rule. The proposal addresses treatment standards for newly identified organic toxicity characteristic (TC) wastes and proposes universal treatment standards for listed waste streams. Comments on the proposed rule are due to EPA by Nov. 15, 1993. Other major issues addressed in this proposal include alternative treatment standards for soils contaminated with listed hazardous wastes; treatment standards for newly listed coke by-product and chlorotoluene production wastes; new requirements for high total organic carbon ignitable wastes and TC pesticide wastes; and modifications to the hazardous waste recycling regulations.
