An electron beam with maximum momentum p ~ 46 GeV/c has been produced at the Serpukhov proton synchrotron. The beam intensity varies from 10/sup 6/ electrons at 26 GeV/c to 3 x 10/sup 4/ electrons at 46 GeV/c for 10/sup 12/ protons circulating in the accelerator at 70 GeV; these intensities are for a plus or minus 3% momentum bite and spill lengths of up to 2 sec. Electrons with momenta p < 26 GeV/c are produced by decrease of proton energy. Hadron and muon impurity in the beam is less than 1% at momenta p ~ 26 to 40 GeV/c and increase to 3.6% at p =45.5 GeV/c. A beam of tagged photons with energies between 12 and 40 GeV has also been produced. (auth)
