The bending of the galactic plane and the increase in scale height with galactic-centric distance are measured in the first quadrant of galactic longitude. The results are applied to the spiral arms thought to exist in the second quadrant. If the Galaxy has a constant warp from 1 = 20 to 180 deg (it is possible that it warps more or less in the second quadrant) then qualitatively at least one can show that the high-velocity clouds seen at latitudes up to +50 or 60 deg , which have velocities of the order of those seen in distant arms near the plane, could be located at very large z distances in arms that arch well above the galactic disk.
