A method for obtaining the moments of exact functions, satisfying the nonstationary transfer equation for electrons, was illustrated for cases when the scattering cross section changes according to the 1/v law. The deviation of the distribution of the electron velocity from the Maxwell distribution was discussed. (tr-auth)
