The exact theory of the electric conductivity of a plasma requires the calculation of the velocity distribution of the electrons from the Beltzmann equation. In the first part of the work the fundamental Boltzmann equation is constructed. In the following two parts the detection of the cross section, the investigation of the convergence character of the solution, and the calculation of the magnitude of the electron interaction effects are discussed.
