Data are presented on a high mass I= 3/2 DELTA resonance produced in 10 GeV/c K/sup +/p interactions. The mass and width of the resonance, determined by a maximum likelihood fit to the p pi /sup +/ spectrum in the final state K/sup +/ p pi /sup +/ pi /sup -/, are 1895 plus or minus 15 MeV/c/sup 2 / and 230 plus or minus 50 r the quasi two-body final states K*(890) DELTA (1236) and K*(890) DELTA (1900) are well described by the one pion exchange model. In addition the moments of the Gottfried-Jackson angular distribution of the p pi /sup +/ system agree with those computed from on-shell pi /sup +/p elastic scattering data. It is concluded that the two final states are produced mainly by pi exchange and associate the structure observed in the moments up to NH(6,0) in the 1900 MeV region with the 7/2/sup +/ Regge recurrence of the DELTA (1236). The dominant decay mode of the resonance is DELTA /sup ++/(1900) yields p pi /sup +/ but decays to p pi /sup +/ pi /s up +/ and n pi /sup +/ pi /sup +/ are also observed. Cross sections are determined for the production of the quasi two-body final states K*(890) DELTA (1236), K*(890) DELTA (1900), K*(1420) DELTA (1236) and K*(1420) DELTA (1900). (auth)
