A telescope is described consisting of four proportional counters with a thin polyethylene radiator used for measuring spectra and neutron flux generated in the target of a half-mater cyclotron. The distance control is accomplished by shifting radiators and aluminum tilters which slow down the recoil protons. The spectrometer is used for the investigation of the reaction T (p,n)He/sup 3/ with 12-Mev protons. (tr-auth)
