Management and health physics interaction in a large federal agency

The unique interrelationships of Tennessee Valley Authority organizational units that work together to control radiological hazards in a variety of operations are described. TVA is a Federal corporation created by the U. S. Congress as a resource development agency and governed by a 3-man Board of Directors appointed by the President and confirmed by the Senate. TVA's legislated responsibilities for controlling the Tennessee River and developing the Tennessee Valley are carried out through program delegations to its several offices and divisions. The industrial and Radiological Hygiene Staff organizationally is a part of the Division of Health and Safety which must communicate with varying levels of TVA management to ensure that potential radiation hazards are recognized early in the design stages of projects, that adequate controls are provided insofar as possible before operations commence, and that safe practices are followed after operations are in progress. Within the Division of Health and Safety itself, the professional health physics staff works closely with medical, environmental engineering, and safety staffs to formulate, implement, and keep under surveillance effective radiological control practices. The health physics program for the 3,456-MWe Browns Ferry Nuclear Plant is used as an example of effective communications in designing and planning the operations of a large nuclear power facility.
