Potential uses of sediment assessment methods in wastewater discharge permitting

The National Pollutant Discharge Elimination System (NPDES) program for permitting wastewater discharges is a principal means of abating and controlling point sources of sediment contamination. The US Environmental Protection Agency (EPA) is investigating uses of sediment assessment methods in the NPDES program. A review of methods to assess sediment toxicity and identify causative toxicants and sources will be presented along with EPA`s strategy for using such methods to identify point source discharges and associated constituents posing a risk to sediment quality. As part of this strategy, field studies were conducted to validate procedures for developing chemical-specific, sediment quality-based permit limits for non-ionic organic compounds and metals. These procedures are based on the same assessment methodologies used to develop proposed chemical-specific sediment quality criteria. Permit limit development procedures and field study results will be discussed.
