Determining the frequency and intensity of inspections

Expanding Non-Proliferation Treaty (NPT) record keeping and reporting requirements to parallel the breadth of the Chemical Weapons Convention`s (CWC) declaration requirements would subject many more facilities to inspection. Such expansion could drain resources: if all declared facilities are subject to routine inspections, the effort would be both impractical and would risk diluting the regime`s detection capabilities as to undermine its efficacy. Therefore, implementing expanded declarations demands a rational method of selecting facilities for inspection - a method based on the risk they pose to the regime`s object and purpose.
