In contrast to the Non-Proliferation Treaty`s (NPT) strictly limited yet intense scheme of regulation, the Chemical Weapons Convention`s (CWC) throws a far more pervasive net over the chemical activities that it regulates. Like the NPT, the CWC only regulates facilities that produce, process, or consume chemicals listed on its schedules. But, under CWC {open_quotes}declaration{close_quotes} requirements, States Parties must maintain records and make reports as to many more substances and types of facilities than the NPT.
